The special investigation team led by Min Jung-ki, probing allegations related to Kim Geon-hee, the spouse of former President Yoon Suk-yeol, has officially summoned former lawmaker Kim Young-sun of the People Power Party regarding the 'Myung Tae-kyun election interference allegations.' According to legal sources on July 16, the special prosecutor's office has notified Kim of her summons and is currently coordinating a schedule for her appearance. However, Kim has indicated that she may not be able to attend immediately due to ongoing legal proceedings related to violations of political funding laws at the Changwon District Court. On July 17, 2025, the Seoul Metropolitan Police announced the arrest of 39 members of the organized crime group known as 'Jinseongpa' (진성파), including a 40-year-old leader identified as A. This gang, which has been operating since 1983, was involved in various illegal online activities such as running gambling websites, investment fraud, and money laundering. The police reported that nine of the arrested individuals have been detained, while two others have fled to Southeast Asia and are currently wanted.

According to police investigations, the Jinseongpa gang originated from a group of high school classmates who formed a violent student circle. Over the years, they expanded their criminal activities to include extortion from entertainment venues and debt collection. After the original members retired, younger members born in the 1980s took over, shifting the focus to online crimes, including operating gambling sites and distributing illegal SIM cards. These operations were often run as 'project teams' with 3 to 5 members selected from the organization.

The gang is accused of various crimes, including soliciting funds for the organization, coercing new members, assaulting fellow members, and aiding in the escape of members facing serious charges. Leader A is specifically charged with recruiting around 20 individuals, including local high school leaders and former gang members, and training them in the gang's hierarchy while living together in a dormitory in Geumcheon-gu, Seoul. He is also alleged to have raised approximately 110 million KRW for operational costs, meals, and legal settlements.

The Jinseongpa's code of conduct reportedly includes instructions to use Telegram's auto-delete feature to evade law enforcement, to bow deeply as a sign of respect, and to carry weapons such as knives or metal pipes in preparation for conflicts with rival gangs.

Members trained to form emergency strike teams armed with weapons like knives, metal pipes, and baseball bats to assert their dominance during disputes. In May 2022, they confronted over ten members of another gang, and in November 2023, they were caught on camera practicing weapon use by stabbing a pile of 20-liter water bottles near their dormitory.

Additionally, the Jinseongpa gang was implicated in a September 2023 incident where members of the 'Bulsapa' (불사파) gang kidnapped and threatened a gallery representative in Gangnam. They allegedly provided shelter and escape funds to one of their members, B, who was under investigation to prevent the case from expanding to their organization.

The police emphasized that this operation marks a significant shift, as they have successfully demonstrated the collective and violent nature of the gang, applying charges related to organized crime for the first time. They noted that crimes committed by sophisticated gangs, such as operating illegal gambling and money laundering, are often difficult to prosecute due to their online and international nature, highlighting the need for a crackdown on the underlying organizations. The police plan to enhance intelligence gathering on organized crime and focus their investigative efforts to respond strongly to these threats.

진성파의 행동 강령에는 법 집행을 피하기 위해 텔레그램의 자동 삭제 기능을 사용하고, 존경의 표시로 깊이 절하며, 경쟁 갱과의 갈등에 대비해 칼이나 금속 파이프와 같은 무기를 휴대하라는 지침이 포함되어 있다고 전해진다.

구성원들은 갈등 중 우위를 주장하기 위해 칼, 금속 파이프, 야구 방망이와 같은 무기를 갖춘 긴급 타격 팀을 구성하도록 훈련받았다. 2022년 5월, 그들은 다른 갱의 10명 이상의 구성원과 대치했으며, 2023년 11월에는 기숙사 근처에서 20리터 물병 더미를 찌르는 무기 사용을 연습하는 모습이 카메라에 포착되었다.

또한, 진성파 갱은 2023년 9월에 '불사파' 갱의 구성원이 강남에서 갤러리 대표를 납치하고 협박한 사건에 연루되었다. 그들은 사건이 조직으로 확대되는 것을 방지하기 위해 조사 중인 구성원 B에게 은신처와 도주 자금을 제공한 것으로 알려졌다.

Police Arrest Members of Notorious Gang Involved in Online Crimes

On July 17, 2025, Gwangju and Jeonnam experienced heavy rainfall exceeding 300mm within a single day, leading to significant flooding and prompting evacuation orders for residents near rivers. As of 5 PM, the Gwangju Regional Meteorological Administration reported cumulative rainfall totals of 311.5mm in Gwangju's Pungam area, 288.5mm in Gokseong's Okwa, and 280.0mm in Damyang's Bongsan, among others. The maximum hourly rainfall reached 92.0mm in Naju and 80.0mm in Gwangju's Nam-gu. During the concert, Stray Kids performed beloved tracks like '소리꾼' (Sori-gun) and '神메뉴' (God's Menu), along with over 30 songs, including title tracks from albums that topped the Billboard 200 chart.
