Special Prosecutor's Team Investigates Kim Geon-hee's Allegations Linked to Unification Church's Cambodia Project

On July 21, 2025, the special prosecutor's team led by Min Jung-ki began a search related to allegations against Kim Geon-hee, the spouse of former President Yoon Suk-yeol. The investigation focuses on the Unification Church's (세계평화통일가정연합) official development assistance (ODA) project in Cambodia. The team conducted searches at the Ministry of Economy and Finance's External Economic Cooperation Fund (EDCF) department, among other locations.

Former Unification Church head Yoon Mo allegedly provided gifts worth approximately 60 million KRW, including a Graff necklace and two Chanel bags valued at 10 million KRW, to Jeon Seong-bae, known as 'Geon-jin Beopsa,' in April to July 2022. This was reportedly done to facilitate the smooth execution of the Cambodia ODA project and other church-related matters.

Around this time, on June 13, 2022, the South Korean government increased the loan support limit for the Korea-Cambodia Economic Cooperation Fund from 700 million USD to 1.5 billion USD. In November of the same year, the former presidential couple visited Cambodia.

The special prosecutor's team also searched the headquarters of the Korea Export-Import Bank in Yeouido, Seoul, which manages the External Economic Cooperation Fund, as well as the International Development Committee, the International Development Cooperation Agency, and the Ministry of Foreign Affairs. A representative from the special prosecutor's office stated that the searches were conducted as part of a warrant execution to assist in the submission of documents.
