South Korean Government Considers Revising North Korean Human Rights Report Publication Status

The South Korean government is currently evaluating whether to revert the North Korean human rights report, which has been publicly released over the past two years, back to a non-public status. According to a report by Yonhap News on July 6, a representative from the Ministry of Unification stated that a decision regarding the public release of this year's North Korean human rights report has not yet been made. It is anticipated that the new Minister of Unification under the Lee Jae-myung administration will make a definitive decision on this matter.

The North Korean human rights report has been published annually since 2018, following the enactment of the North Korean Human Rights Act in 2016. While the previous Moon Jae-in administration did not make these reports publicly available, the Yoon Suk-yeol administration first released the report in 2023, aiming to raise awareness of the human rights situation in North Korea, including an English version. The reports were made public at the end of March 2023 and June 2022, but the current government is now considering a return to non-disclosure.

Given the policy direction of the Lee Jae-myung administration, there are concerns that the North Korean human rights report may once again become non-public. During a press conference on July 3, President Lee responded to a question about North Korean human rights by stating, "The situation is quite complex. We also need to address human rights issues within our own country."
