The Special Investigation Team probing the insurrection case has concluded that former President Yoon Suk-yeol misled foreign media by falsely claiming that the state of emergency was justified, which they believe constitutes an abuse of power. According to the arrest warrant application obtained on July 6, the team asserts that Yoon, facing political and judicial crises after the lifting of the state of emergency, decided to disseminate false information through the overseas public relations secretary of the presidential office. The intent was to mislead both domestic and international criticism by portraying the declaration and enforcement of the state of emergency as legitimate and lawful.

On December 4, 2022, shortly after the state of emergency was lifted, Yoon reportedly called the overseas public relations secretary to draft a press guidance (PG) document, which was then distributed to foreign media outlets. The PG allegedly included statements such as acknowledging the requirement for a majority of National Assembly members to lift the state of emergency but failing to control their access to the National Assembly, and asserting that actions were taken within a constitutional framework to uphold democratic order.

The Special Investigation Team has deemed all the contents of the PG as false. They stated that Yoon declared the state of emergency without a proper cabinet meeting and failed to follow the notification procedures required by law, thus violating constitutional and legal requirements. They concluded that since the PG was false, the overseas public relations secretary was not obligated to follow Yoon's directives.

Despite this, the team claims that Yoon abused his authority by instructing the creation of the false PG and subsequently contacting foreign journalists from agencies such as AP, AFP, ABC, CNN, The New York Times, The Washington Post, Asahi Shimbun, Yomiuri Shimbun, and Kyodo News to relay this information. He also sent the PG to a deputy spokesperson at the Ministry of Foreign Affairs for further distribution to foreign media.

Based on these findings, the Special Investigation Team believes that Yoon committed an abuse of power by compelling the overseas public relations secretary to undertake actions that were not within their obligations.

A North Korean travel agency has announced plans to recruit tourists for the upcoming Pyongyang International Trade Fair, scheduled from October 24 to November 1, 2025. However, participation is restricted for journalists and travel content creators. 

Young Pioneer Tours, based in China, stated on their website that this event offers a unique opportunity for foreign visitors to be among the first to attend the trade fair and explore Myohyangsan, a site that has been closed to Western tourists since 2020. The agency will assist with visa applications, allowing attendees to visit the capital and participate in the fair. 

The Pyongyang International Trade Fair (PITF) will take place from October 27 to 31 at the Okryu Exhibition Hall, featuring over 450 booths showcasing machinery, IT, energy, pharmaceuticals, consumer goods, and daily necessities. Tourists will have the chance to attend both the opening and closing ceremonies, as well as visit notable sites such as the USS Pueblo, the Juche Tower, and Kim Il-sung Square. The itinerary also includes subway rides, shopping at local department stores, and exploring the latest streets in Pyongyang. 

Additionally, the tour will include a visit to Myohyangsan, where participants can explore one of the few remaining Buddhist temples in North Korea, experience cave tours, and stay overnight at a luxury hotel. 

However, the agency has clarified that due to guidelines from the exhibition organizers, journalists, travel content creators, and influencers are not permitted to join this tour. This decision follows a previous incident in February when North Korea briefly allowed group tourism for Western visitors, only to abruptly halt it after influencers shared sensitive information about the country on social media. 

This latest initiative reflects North Korea's cautious approach to tourism, balancing the desire to attract foreign visitors with the need to control the narrative surrounding the country.

North Korea to Host International Trade Fair, Limited to Tourists

The South Korean government has expressed disappointment after its attempt to question Japan's adherence to commitments made regarding the Hashima Island (군함도) coal mine, a site of forced labor during the Japanese occupation, was thwarted at the UNESCO World Heritage Committee's 47th session held in Paris on July 7, 2025. 

During the meeting, the committee discussed whether to formally adopt an agenda item evaluating Japan's compliance with decisions related to the Meiji Industrial Heritage. The South Korean representative argued that Japan's insufficient actions warranted further review at this year's committee meeting. However, Japan opposed this, asserting that the matter should be addressed bilaterally rather than through the committee, and proposed a revision to remove the agenda item. South Korea rejected this proposal and called for a vote. 

The vote, conducted via secret ballot among the 21 member countries, resulted in Japan's amendment passing with 7 votes in favor and 3 against, while some countries appeared to abstain. This outcome indicates a preference among committee members for resolving the issue through direct discussions between South Korea and Japan rather than through UNESCO. 

As a result, it has become increasingly difficult for South Korea to raise issues related to Hashima Island at UNESCO during the ongoing session, which will last until July 16. Hashima, also known as Gunkanjima, was designated as a UNESCO World Heritage site in July 2015 as part of Japan's industrial revolution heritage. At the time of its listing, the Japanese government publicly promised to address the forced labor of Koreans, a commitment it has failed to fulfill adequately. 

Critics argue that Japan has instead intensified its claims that there was no coercion involved in the recruitment of Korean laborers and comfort women, focusing only on facts that favor its narrative while ignoring the broader historical context. Notably, the information center opened in 2020 has been criticized for omitting any mention of Korean forced labor, instead highlighting Japan's industrialization as a point of pride. The center's location in Tokyo, rather than in Kyushu, where many heritage sites are located, has also sparked controversy. 

Over the past decade, Japan has repeatedly faced scrutiny from the committee regarding its inadequate follow-up actions, with four related decisions adopted in 2015, 2018, 2021, and 2023. However, the most recent decision in 2023 required Japan to submit an 'update report' rather than a 'formal report,' which would automatically be subject to committee review. This change occurred when South Korea was not a member of the committee, limiting its negotiating power. 

In response, South Korea had to engage in extensive diplomatic efforts to bring this issue to the committee's agenda. Conversely, Japan argued that since it had already undergone multiple reviews by the committee, it was now appropriate to resolve the matter through bilateral discussions with South Korea. The lack of consensus ultimately led to the unprecedented failure to formalize the agenda item. 

Analysts suggest that Japan's significant financial contributions to UNESCO and the prolonged nature of this issue may have influenced the committee's decision. While the South Korean government remains committed to revisiting Japan's insufficient compliance in other contexts, it appears challenging to do so at the UNESCO level. Furthermore, Japan's rigid stance on historical issues may add strain to Korea-Japan relations.

North Korea has introduced a new tourism product that allows visitors to enjoy meals while cruising on the Taedong River in Pyongyang. According to a report from the Choson Sinbo, the official newspaper of the General Association of Korean Residents in Japan, the circular boats have become quite popular, offering dining services on board. 

These boats, which come in 6-person and 12-person capacities, are equipped with canopies and allow guests to steer them. In the center of the boat, there is a table designed for grilling bulgogi, a popular Korean dish. 

Ha Bo-rim, the head of the Passenger Service Bureau at the Ministry of Land and Maritime Transport, stated that the demand for these boat tours is exceptionally high, particularly among families. He noted that once people experience the joy of being on the boat, they often lose track of time. 

To accommodate customer needs, reservations can be made via mobile phones, although demand can be overwhelming during holidays and weekends. 

North Korea has long utilized the Taedong River as a tourist attraction. The Daedonggang-ho, a restaurant boat that opened in April 2013, is a popular destination for both Pyongyang residents and foreign tourists, capable of hosting over 300 guests and featuring banquet facilities. 

The recent focus on developing tourism products is seen as a strategy to generate foreign currency, as tourism is not subject to international sanctions. Additionally, it aims to stimulate consumption among the wealthy class known as 'donju,' who have made money in the informal markets, thereby promoting currency circulation.
