On July 3, 2025, the special prosecutor's team led by Min Jung-ki began an on-site investigation into allegations surrounding Kim Geon-hee, the spouse of former President Yoon Seok-yeol. The team executed a search warrant at the headquarters of Samboo Construction in Jongno-gu, Seoul, marking the first on-site search among the ongoing investigations into allegations of insurrection, Kim Geon-hee, and Marine Corps members. 

The special prosecutor's team announced in the morning that they had initiated a search of Samboo Construction and related suspects. The search targeted 13 locations, including the company's headquarters, associated firms implicated in stock manipulation, and the residence of former chairman Cho Sung-ok. The allegations of stock manipulation involving Samboo Construction are among 16 issues under investigation by the special prosecutor, with little prior investigation conducted by the prosecution. Given the special prosecutor's mandate to conclude investigations within 150 days, the team appears to have prioritized the slow-moving Samboo Construction case as their first target.

The stock manipulation allegations surfaced last July when conversations from a KakaoTalk group chat involving Lee Jong-ho, the former head of Black Pearl Investment, were made public. Lee, who managed Kim Geon-hee's accounts during the Deutsche Motors stock manipulation case, had sent a message on May 14, 2023, stating, "Check Samboo tomorrow." This revelation led to suspicions from the ruling Democratic Party and others that both Lee and Kim Geon-hee might have been involved in the stock manipulation of Samboo Construction.

Subsequent investigations by the Financial Supervisory Service revealed that Samboo Construction had no intention or capability to participate in Ukraine's reconstruction efforts, yet it repeatedly signed formal memorandums of understanding (MOUs) with Ukrainian construction firms to artificially inflate its stock price. In April, the Financial Services Commission reported former chairman Cho Sung-ok and others to the prosecution for allegedly manipulating stock prices and gaining unjust profits amounting to hundreds of billions of won. However, they did not include Kim Geon-hee or Lee Jong-ho in the charges due to a lack of direct evidence against them.

The special prosecutor's team suspects that Kim Geon-hee may have been involved in the stock manipulation through her connection with Lee. Notably, just two days after Lee's message, on May 16, 2023, former President Yoon Seok-yeol and his wife met with Ukraine's First Lady Olena Zelenska, and the following day, the government pledged support for Ukraine's reconstruction using external cooperation funds. Five days later, on May 22, then-Minister of Land, Infrastructure and Transport Won Hee-ryong and Samboo Construction representatives attended the Ukraine Global Reconstruction Forum in Poland. The day after, on May 23, Samboo Construction publicly announced MOUs related to reconstruction projects with Mariupol in Ukraine and Polish construction firms, resulting in a dramatic increase in its stock price from around 1,000 won to over 5,500 won per share.

Samboo Construction, a mid-sized construction firm, has faced ongoing scrutiny due to its long-standing ties with the Yoon family. In July 2021, a diary belonging to the late founder of Samboo Construction, Cho Nam-wook, was revealed, documenting his golfing and gift exchanges with Yoon Seok-yeol around 2010, indicating a friendship dating back to Yoon's time as a prosecutor. The diary also noted multiple communications and gifts exchanged with Kim Geon-hee, whose name was Kim Myung-sin before her marriage.

The Democratic Party has raised questions about whether Yoon exerted influence during the 2011 investigation into Samboo Construction's executives for breach of trust. Yoon has denied any involvement in the investigation, stating that while he knew Cho, he had no influence over any investigations.

Cho Nam-wook reportedly stepped back from management in 2017, transferring ownership to Cho Sung-ok, who is not related to him despite sharing the same surname. There are allegations that Lee Jong-ho, a close associate of Kim Geon-hee, played a role in the transfer of Samboo Construction to Cho Sung-ok. A legal expert noted that despite various allegations, investigations into Samboo Construction have not been thorough, suggesting that the special prosecutor's team will focus their efforts on this case.

President Lee Jae-myung has reportedly instructed his aides to initiate the appointment of a Special Inspector to oversee the conduct of presidential relatives and close aides. This position was established during the Park Geun-hye administration in 2014 but has remained vacant since the resignation of the first inspector, Lee Seok-soo, in 2016, spanning over eight years through the administrations of Moon Jae-in and Yoon Suk-yeol.

During a recent meeting with his staff, President Lee emphasized the need for accountability, stating, "We all must be monitored." The Special Inspector's responsibilities include overseeing the president's spouse, relatives within the fourth degree of kinship, and senior officials at the level of chief secretary or higher within the presidential office.

The scope of the Special Inspector's oversight includes issues related to personnel, such as bribery, embezzlement of public funds, and illicit contracts with public enterprises and related organizations. The necessity for appointing a Special Inspector has been raised repeatedly in past administrations whenever misconduct involving presidential relatives or senior aides came to light, yet no appointments were made.

The Special Inspector, a position equivalent to a vice-minister, is appointed following a process where the National Assembly recommends three candidates, from which the president selects one, subject to a confirmation hearing. Although the president cannot appoint someone without the Assembly's recommendation, it is anticipated that the ruling Democratic Party will support the president's intent to appoint.

The appointment of a Special Inspector was part of President Lee's campaign promises, where he pledged to enhance oversight of presidential relatives and ensure the immediate appointment of the inspector with substantial authority.

The Special Inspector role was introduced in 2014 under a law passed by the Democratic Party. However, the only appointment made was that of Lee Seok-soo in 2015, who resigned in September 2016 amid a controversy over the leak of an investigation into former Chief of Staff Woo Byung-woo. Following this, neither the Moon nor Yoon administrations appointed a Special Inspector, leaving the position unfilled for over eight years. The law stipulates that a successor must be appointed within 30 days if the position becomes vacant, but this has not been adhered to.

Former President Moon Jae-in requested candidate recommendations from the National Assembly shortly after taking office in May 2017, but disagreements between the ruling and opposition parties prevented any recommendations from being made. The Democratic Party, then in power, argued for the establishment of the Corruption Investigation Office for High-ranking Officials (공수처) instead of appointing a Special Inspector, claiming that the new office could fulfill the inspector's role. However, critics pointed out the distinct differences between the preventive oversight role of the Special Inspector and the investigative function of the Corruption Investigation Office.

Former President Yoon Suk-yeol also promised to appoint a Special Inspector, stating he would fully accept any candidates recommended by the National Assembly. However, the ruling People Power Party suggested linking the appointment to the selection of board members for the North Korean Human Rights Foundation, leading to a stalemate as the Democratic Party opposed this. In October of last year, then-Representative Han Dong-hoon of the People Power Party announced plans to proceed with the recommendation process, but internal conflicts stalled progress. Reports suggest that former President Yoon lacked the will to appoint a Special Inspector.

Despite the lack of appointments, nearly 1 billion won has been allocated annually for office rent and personnel costs associated with the Special Inspector's office, leading to criticisms of budget waste and calls for the normalization of the position.

President Lee's recent directive to initiate the appointment process is seen as an effort to differentiate his administration from previous ones. However, it remains to be seen whether this will lead to an actual appointment.

An investigation comparing over ten papers authored by Lee since 2000 with the theses of her graduate students revealed significant similarities, suggesting instances of plagiarism. Many of the papers in question were published in academic journals shortly after or up to a year following the submission of her students' theses. These papers often included experimental data, research subjects, locations, and conclusions taken with little to no modification. For instance, a paper presented by Lee in March 2009 titled 'Emotional Evaluation of Lighting Design through Case Studies of Nighttime Landscape Lighting in Apartment Complexes' bore substantial similarities to a master's thesis by her student, which was published just a month earlier. A plagiarism detection service, 'CopyKiller', indicated a plagiarism rate of 52% between the two documents, a figure significantly above the typical threshold of 20% that raises red flags for potential copying. The analysis identified 19 identical sentences and 73 suspicious sentences that shared partial similarities.

Another paper published by Lee in July 2003, titled 'Experimental Study for the Correction of Unified Glare Rating (UGR) and Subjective Evaluation of Discomfort Glare', was found to be nearly identical in both title and content to a master's thesis by a student from the previous year. A comparison using CopyKiller revealed a 43% plagiarism rate, while an analysis by Google's AI service, NotebookLM, confirmed a high level of similarity across all sections of both documents, concluding that they represented different forms of the same research project.

In these instances, Lee presented her students' thesis content in her own papers while designating herself as the 'first author', with her students listed as co-researchers. There were no citations or references to the students' theses in the footnotes or bibliography. While it is common for professors to summarize their students' theses for publication, the first author should typically be the student, with the supervising professor listed as the corresponding author. Footnotes should also clarify that the research is a summary or modification of a student's thesis. Most academic societies in South Korea strictly adhere to these guidelines, and violations are considered breaches of research ethics. A professor from a private university in Seoul stated, 'Even if a professor provides ideas or topics for a student's paper, the student is the one who contributes most to the research, and thus should be the first author when the work is published.' He added that Lee's actions amounted to a serious violation of research ethics by presenting her students' work as her own.

Additionally, it was discovered that in 2018, Lee published two papers with nearly identical titles, experimental designs, and conclusions in different journals just a month apart, without citing or referencing each other, raising concerns about potential unethical duplicate publication.

Plagiarism issues have previously affected the appointments of education ministers in South Korea. In 2006, Kim Byung-jun resigned just 13 days after being appointed due to allegations of plagiarism. In 2014, Kim Myung-soo faced similar scrutiny when it was revealed he had published a paper that closely summarized a student's thesis, leading to the withdrawal of his nomination by the president.

Lee's team has stated that they will clarify the plagiarism allegations during the personnel hearing.

이러한 경우에 이 후보자는 자신의 논문에서 학생들의 논문 내용을 제시하면서 자신을 '제1 저자'로 지정하고 학생들을 공동 연구자로 나열했다. 각주나 참고 문헌에는 학생들의 논문에 대한 인용이나 언급이 없었다. 교수들이 학생들의 논문을 요약하여 발표하는 것은 일반적이지만, 제1 저자는 일반적으로 학생이어야 하며, 지도 교수는 교신 저자로 기재되어야 한다. 각주는 연구가 학생의 논문의 요약 또는 수정임을 명확히 해야 한다. 한국의 대부분의 학술 단체는 이러한 지침을 엄격히 준수하며, 위반은 연구 윤리 위반으로 간주된다. 서울의 한 사립대 교수는 '교수가 학생의 논문에 대한 아이디어나 주제를 제공하더라도, 연구에 가장 많은 기여를 하는 것은 학생이므로, 작업이 발표될 때 학생이 제1 저자가 되어야 한다.'고 말했다. 그는 이 후보자의 행동이 학생들의 작업을 자신의 것으로 제시함으로써 연구 윤리를 심각하게 위반한 것이라고 덧붙였다.
