In their document, they noted that the Senior Welfare Act, which established the age of 65 for seniors, was enacted 44 years ago in 1981. They emphasized that many aspects of society have changed since then. They pointed out that the issues of low birth rates and an aging population are expected to worsen, leading them to conclude that the appropriate age for seniors should now be set at 70. 

The experts provided several justifications for this change, including an increase in life expectancy from 67.9 years in 1981 to 83.5 years today, and the current health status of 70-year-olds being comparable to that of 65-year-olds a decade ago. They also highlighted that if the age of 15 years of remaining life expectancy is used as a benchmark, the senior age has risen from 62 in 1980 to 73 in 2023. 

Surveys conducted on the perceptions of seniors have shown that since 2011, individuals aged 65 and older have consistently identified the age of 70 as the threshold for being considered a senior. In 2023, this average rose to 71.6 years. A recent survey by the Korea Institute for Health and Social Affairs indicated that respondents aged 50 to 64 agreed that the senior age should be adjusted to 69.8 years. 

However, the experts cautioned against overlooking the high poverty rates among seniors and the inadequate preparation for retirement in South Korea. They stressed the need to extend employment periods for primary jobs to prevent income gaps for seniors and to create opportunities for them to participate in the labor market based on their capabilities and needs. Many retirees face a three-year income gap between the end of their employment and the start of pension benefits, highlighting the necessity for stable income before entering old age. 

They also argued for a gradual increase in the ages for pension enrollment and benefits. Currently, the age for receiving the National Pension is set at 63, with plans to adjust it to 65 by 2033. They suggested considering a proposal to raise it to 68 by 2048, as recommended by the 5th National Pension Financial Calculation Committee. Additionally, they proposed increasing the eligibility age for the Basic Pension to 66 starting in 2030, with a plan to raise it by one year every two years until it reaches 70 by 2040. 

Furthermore, they recommended that the age threshold for senior citizen benefits, such as free subway rides, should also be raised, but applied flexibly based on income, assets, and regional factors. They emphasized that even with adjustments to the senior age standard, access to healthcare and long-term care services should continue to be guaranteed based on health status and care needs. 

The experts called for a systematic review and adjustment of the senior age standard every five years, taking into account various indicators such as health levels, economic and social activities, poverty rates, societal perceptions, and the dependency ratio of the elderly. 

While this proposal marks the first official recommendation for raising the senior age, Lim Eul-ki, the Director of the Elderly Policy Division at the Ministry of Health and Welfare, noted that the implications of such a change are significant and that further discussions will be necessary after the new government takes office to determine policy direction.

Despite a monthly salary of 2.6 million won, the couple struggled to meet their average monthly expenses of over 6 million won, relying on 4 million won in monthly support from Seo's mother. However, as her financial situation worsened, the support ceased, and by late January 2018, the couple's total savings dwindled to just 2 million won.

Subsequently, Moon Jae-in helped Seo secure a position at Thai low-cost airline Thai AirAsia, where he earned a total of 217 million won from August 2018 to April 2020. Prosecutors have classified this payment as a bribe to Moon Jae-in. The Presidential Security Service reported Seo's employment and the security plans for Moon Da-hye's family in Thailand to the former president, who approved them.

On April 24, the Jeonju District Prosecutor's Office indicted Moon Jae-in on bribery charges without detention, alongside former lawmaker Lee, who allegedly provided favors to the family. Moon Da-hye and Seo received deferred prosecution. In response, Moon Jae-in criticized the investigation as politically motivated, claiming it was designed to harass and humiliate him and his family. He has since filed complaints against the prosecutors involved for abuse of power and leaking information.

Actor Kim Soo-hyun has recently filed a defamation lawsuit in response to allegations made by the YouTube channel 가로세로연구소 (Gaseyeon) regarding his purported relationship with the late actress Kim Sae-ron, which allegedly began during their middle school years. 

On May 9, Kim Soo-hyun's legal representatives from the law firm LK Partners announced that they have filed complaints against Gaseyeon operator Kim Se-yeol for violations of the Act on Promotion of Information and Communications Network Utilization and Information Protection (defamation) and the Stalking Crime Punishment Act. Additionally, they have also filed a complaint against the family of the late Kim Sae-ron for the same defamation charges.

The day before, Gaseyeon and Kim Sae-ron's family held a press conference where they claimed that Kim Soo-hyun and Kim Sae-ron had been in a relationship since middle school. They alleged that Kim Sae-ron had her first sexual encounter during her second year of middle school and that there exists a recording to support these claims. They further accused Kim Soo-hyun's team of attempting to bribe the informant with 4 billion KRW to obtain the recording, and when the informant refused, they allegedly attempted to have the informant killed.

In response, Kim Soo-hyun's team vehemently denied these allegations, stating that Kim Se-yeol's claims are completely false and based on fabricated recordings and downloaded images from the internet. They emphasized that they have taken additional legal action against those making these accusations.

On May 7, Kim Se-yeol held a press conference in Gangnam, Seoul, with the consent of Kim Sae-ron's family and their legal representative, attorney Bu Ji-seok. During this event, Gaseyeon presented what they claimed was a recording from January 10, a month before Kim Sae-ron's death, in which she allegedly discussed her relationship with Kim Soo-hyun. They claimed to have confirmed the authenticity of the voice in the recording with the family.

In the recording, a woman believed to be Kim Sae-ron stated, "I really trust you. Please keep this safe. I dated Soo-hyun oppa. I know it sounds crazy, but we started dating in middle school and broke up after entering university." She also expressed feelings of being used since middle school and mentioned that her first encounter with Kim Soo-hyun occurred during her second-year winter break.

Attorney Bu Ji-seok revealed that the family has filed charges against Kim Soo-hyun for violating child welfare laws and false accusations, asserting that Kim Soo-hyun engaged in inappropriate conduct with Kim Sae-ron when she was a minor.

The situation escalated when Kim Se-yeol claimed that a certain gold medalist offered 4 billion KRW for the recording, and a YouTuber named Lee Jin-ho also allegedly offered 1 billion KRW for the same. After refusing these offers, he claimed to have been attacked, shocking many.

In response, Kim Soo-hyun's team refuted Gaseyeon's claims, stating that the recording is entirely fabricated and that the supposed gold medalist believes it was created using AI technology. They clarified that the informant had sent manipulated recordings of Kim Sae-ron's voice while demanding money, and that they did not accept any of the informant's demands. They also dismissed the claims regarding the 'attack photos' as baseless and easily verifiable as images found online, asserting that Gaseyeon and the informant are misrepresenting these images as evidence.
