The core of the allegations is that Cheongong visited the Army Chief of Staff's residence and the Army's Seoul office with Kim Yong-hyun, the then-head of the Presidential Security Service, during the selection process for former President Yoon's residence in April 2022. Democratic Party lawmaker Bae Seung-chan raised these concerns in his February 2023 book titled "Power and Security - Defense Budget Issues and Cheongong Allegations". At the time, Bae was serving as the spokesperson for the Ministry of National Defense during the office relocation.

In response to these allegations, the Presidential Office filed defamation charges against Bae and journalists who reported on the issue. Following a complaint from the civic group, a police investigation was initiated, which included a search of the Ministry of National Defense and an analysis of CCTV footage from the Army Chief of Staff's residence. The police concluded that the claims of Cheongong's involvement in the relocation were unfounded.

The woman, identified as 28-year-old Kim Eun-ah (김은아), had taken a taxi late at night to her parents' home after a distressing incident. Her parents were shocked when she recounted her experiences living with her friend, Tae (태), and the group. 

Eun-ah revealed that she was coerced into registering a marriage with a man from the group under pressure from Tae. Alarmed, her parents hired a lawyer to prepare for an annulment. However, Eun-ah's subsequent revelations were even more harrowing; she disclosed that she had been forced into over 1,000 acts of prostitution during her year and a half of captivity. 

The perpetrators included Tae, a woman in her twenties, and three other men in their twenties. They not only subjected Eun-ah to confinement, violence, and torture but also forced another victim, a mother in her twenties named So-hee (소희), into similar circumstances. The victims were only allowed to use phones registered in the men's names when going out for prostitution, and when they attempted to escape, the perpetrators tracked them using location apps. 

Detective Song Ok-kyung (송오경), with 36 years of experience, stated that he had never encountered a case like this before. Tae, who led the confinement and abuse, had been living with two men who were the legal husbands of the victims, including So-hee's husband, Jo (조), who ignored his wife's suffering while maintaining an affair with Tae.
