As COVID-19 cases are expected to surge this summer, concerns are growing about a potential shortage of Paxlovid, a leading oral treatment for the virus. This situation could mirror the supply issues experienced during the pandemic. 

According to the Korea Disease Control and Prevention Agency (KDCA), a notice was sent out on June 1, stating that pharmacies must now purchase Paxlovid directly rather than relying on government supplies. The government had previously procured and stockpiled Paxlovid during the pandemic to ensure a steady supply amid global competition for the drug. Designated pharmacies across regions had been receiving necessary quantities from health centers to fulfill prescriptions from hospitals and clinics.

However, since health insurance coverage for Paxlovid began in October of last year, the distribution model has shifted. Pharmacies now acquire the medication through wholesalers, similar to other insured drugs, and sell it to consumers. While government supplies were still available until the end of last month, this channel has now been closed as stockpiles have been depleted.

Paxlovid is prescribed primarily to individuals over 60, those aged 18 and older with underlying health conditions, and immunocompromised patients, as they are at higher risk for severe COVID-19. Hospitalized patients can receive it through in-house prescriptions, while outpatients must obtain it from pharmacies with a prescription. Despite the insurance coverage, the out-of-pocket cost for patients remains at 47,090 KRW.

A significant concern for pharmacies is the added step of purchasing Paxlovid from wholesalers at approximately 950,000 KRW, which may deter them from stocking the drug. Some pharmacies, like one in Jongno-gu, reported a lack of demand for Paxlovid, leading them to refrain from keeping it in stock. Similarly, a pharmacy in Seodaemun-gu expressed concerns over the high cost and inventory burden.

Currently, pharmacies can receive orders from wholesalers within 1-2 days, but this may lead to increased inconvenience for patients who need to check availability at multiple locations. Paxlovid should ideally be taken within five days of symptom onset. A representative from the Ministry of Health and Welfare stated that while it is challenging to mandate all pharmacies to stock Paxlovid during non-epidemic periods, a system is in place to ensure adequate supply in case of emergencies.

This initiative aims to assist countries struggling with plastic pollution by leveraging South Korea's technology and experience to conduct tailored projects based on comprehensive analyses of their specific issues. 

On June 4, the '30X30 Alliance' will be launched, aiming to protect and manage 30% of the nation's land as protected areas or areas of ecological coexistence, while restoring 30% of degraded lands. This alliance includes various organizations such as the Ministry of Environment, the National Institute of Biological Resources, and private companies like Samsung Electronics and POSCO DX, along with international organizations and NGOs. 

In December 2022, countries adopted the 'Kunming-Montreal Global Biodiversity Framework' at the 15th Conference of the Parties to the Convention on Biological Diversity in Canada, which aims to designate 30% of the planet as protected areas and restore 30% of degraded ecosystems by 2030. In line with this, South Korea plans to establish its '5th National Biodiversity Strategy' by December 2023, committing to designate 30% of its territory as protected areas or areas of ecological coexistence (OECM) by 2030.

A driver who caused an accident while under the influence of sleep medication has been referred to the prosecution. According to a report from the National Police Agency's YouTube channel on June 4, an incident occurred in April on a back road in Seoul, where a vehicle was seen swerving diagonally before colliding with a motorcycle. Footage from the scene shows the driver, referred to as A, exhibiting erratic driving behavior, even crashing into a safety fence on the sidewalk.

Although A exited the vehicle when the motorcycle rider requested it, they continued to display unusual behavior, staggering and mumbling incoherently. At one point, A ignored the motorcycle rider and attempted to leave the scene. When police arrived, A exhibited a vacant stare and an unnatural gait.

Initially, the police suspected A of driving under the influence and conducted a blood alcohol concentration test, which yielded no significant results. A drug screening test also returned negative results, and a urine test confirmed no presence of drugs.

Further investigation revealed that A had been driving after taking a prescribed sleep medication. Even if a medication is prescribed, driving while impaired can lead to severe legal consequences under the Specific Crimes Aggravated Punishment Act. Article 5-11 of this law states that causing injury while driving under the influence of alcohol or drugs can result in imprisonment for one to fifteen years or fines ranging from 10 million to 30 million won. Additionally, Article 45 of the Road Traffic Act prohibits driving when one is unable to do so safely due to fatigue, illness, or the effects of drugs.

In a related case on June 1, a driver who caused an accident resulting in eight injuries after taking a sleep medication containing zolpidem was sentenced to a suspended prison term for dangerous driving resulting in injury. The court noted that the defendant was in a state that made normal driving difficult due to the medication, leading to improper speed control and failure to operate steering and braking systems correctly, which caused the accident.

추가 조사 결과 A는 처방된 수면 약물을 복용한 후 운전하고 있었던 것으로 밝혀졌다. 처방된 약물이라 하더라도, 영향을 받은 상태에서 운전하는 것은 특정범죄 가중처벌법에 따라 심각한 법적 결과를 초래할 수 있다. 이 법의 제5조-11항은 음주 또는 약물의 영향을 받으며 운전 중 부상을 초래할 경우 1년에서 15년의 징역형 또는 1천만 원에서 3천만 원의 벌금에 처해질 수 있다고 명시하고 있다. 또한 도로교통법 제45조는 피로, 질병 또는 약물의 영향으로 안전하게 운전할 수 없는 경우 운전을 금지하고 있다.

관련 사건으로 6월 1일, 졸피뎀을 포함한 수면 약물을 복용한 후 사고를 일으켜 8명이 부상당한 운전자가 부상 유발 위험 운전으로 집행유예형을 선고받았다. 법원은 피고인이 약물로 인해 정상적인 운전이 어려운 상태였으며, 이로 인해 속도 조절이 부적절하고 조향 및 제동 시스템을 제대로 작동하지 못해 사고가 발생했다고 언급했다.
