Identity of Cyber Sexual Violence Criminal Revealed

The Seoul Metropolitan Police Agency has disclosed the identity of Kim Nok-wan (김녹완), a 33-year-old man who led a cyber sexual violence group known as '자경단' (Self-Defense Group) on Telegram. Over a span of approximately five years, Kim exploited 234 individuals, both male and female, through the creation of sexual exploitation materials, threats, and psychological manipulation. Among the victims, 159 were minors. The number of victims far exceeds that of the infamous '박사방' (Doctor's Room) case, where 73 victims were involved in the production and distribution of child and adolescent sexual exploitation materials by Jo Joo-bin (조주빈) between 2019 and 2020. The police made the announcement on February 8, 2025, and the information will remain public until March 10. This decision followed a review by the Personal Information Disclosure Review Committee on January 22, which Kim attempted to contest through a suspension request, but the Seoul Administrative Court rejected his appeal.
