Former Prime Minister and Finance Minister Banned from Leaving Country Amid Coup Investigation

On May 27, 2025, police announced that former Prime Minister 한덕수 (Han Duck-soo) and former Deputy Prime Minister 최상목 (Choi Sang-mok), who also served as the Minister of Economy and Finance, have been prohibited from leaving the country due to their involvement in an investigation related to the coup declaration on December 3, 2022.

The National Investigation Headquarters of the National Police Agency has recently implemented this travel ban as both individuals are under investigation for allegedly supporting insurrection during a Cabinet meeting held prior to the declaration of martial law.

On the previous day, police had summoned both former officials, along with former Minister of the Interior and Safety 이상민 (Lee Sang-min), to question them regarding their roles as suspects in the insurrection case.

The three former Cabinet members attended a meeting in the presidential office's main reception room just before the martial law was declared. They provided statements to the police regarding the events surrounding the declaration.

Earlier this month, police received security camera footage from the reception room where the Cabinet meeting took place, which reportedly contradicted some of the statements made by Han and Choi. This prompted further investigation to clarify the discrepancies.

The travel ban for Han and Choi was reportedly enacted around mid-May, while Lee had already been subject to a travel restriction since December of the previous year.
