Former President Yoon Suk-yeol Fails to Respond to Special Prosecutor's Summons

Former President Yoon Suk-yeol did not comply with the second summons from the special prosecutor's team investigating insurrection on July 1. This marks the first instance of his noncompliance with the prosecutor's request. The special prosecutor plans to reschedule the summons for July 4 or 5. If Yoon fails to appear again, they may consider requesting an arrest warrant. Previously, the special prosecutor's team indicated that they would issue a new date for summons if he did not show up, adhering to the procedures outlined in criminal procedure law.

On the morning of July 1, Yoon did not appear at the special prosecutor's office located within the Seoul High Prosecutors' Office. His absence was anticipated, as his legal representatives had stated the day before that he could only attend on July 5 or 6 due to health issues, rejecting the prosecutor's unilateral decision to summon him on July 1. They also argued that his absence should not be interpreted as noncompliance.

Should the special prosecutor proceed with an arrest warrant, additional charges may be added to the existing allegations. The previously rejected arrest warrant included accusations of obstructing arrest through the Presidential Security Service and ordering the deletion of sensitive information. The special prosecutor intends to incorporate further allegations related to discussions surrounding the declaration of a state of emergency, which were examined during the initial investigation on June 28.
