On May 21, 2025, Koh Hak-soo, the Chairperson of the Personal Information Protection Commission, described the recent hacking incident involving SK Telecom as a "very serious event that threatens public trust." He emphasized that strict penalties would be imposed for any legal violations. Speaking at the 'Personal Information Policy Forum' held at the Bank Hall in Jung-gu, Seoul, Koh pointed to SK Telecom's failures as the primary cause of the breach. "Customers trusted the company (SK Telecom) while using its services, only to become victims of this incident. The damage has already been immense, and the company failed to prevent it," he stated. 

Koh criticized SK Telecom's notification process regarding the data breach, calling it "delayed and inadequate," expressing significant regret over the situation. On May 2, the commission had ordered SK Telecom to inform all potentially affected customers by May 9. However, the company only communicated the breach to its customers on that date. 

Koh noted, "The fact that SK Telecom did not notify customers until then is a major issue, and the information provided was passive and in some cases violated the Personal Information Protection Act. We deemed the notification insufficient and sent an official letter to SK Telecom regarding this matter." 

Regarding claims that North Korea or China may be behind the hacking, he remarked, "It is often difficult to confirm the perpetrators behind hacking incidents. There are traces of information from the server being transferred to an IP address in Singapore, but identifying who controls that IP is challenging. International cooperation is necessary." 

As for whether the hacked personal data has been leaked on the dark web, Koh stated, "Nothing has been discovered yet, but monitoring remains difficult." The dark web is known for being a hub for various cybercrimes, accessible only through specific software. 

Koh also warned of potential secondary damages beyond just cloned phones, indicating that various forms of harm could arise. "We are continuously monitoring the situation," he added.

2025년 5월 21일, 개인정보 보호위원회 의장인 고학수는 SK텔레콤과 관련된 최근 해킹 사건을 "공공 신뢰를 위협하는 매우 심각한 사건"이라고 설명했다. 그는 법적 위반에 대해 엄격한 처벌이 부과될 것이라고 강조했다. 서울 중구 은행홀에서 열린 '개인정보 정책 포럼'에서 고 의장은 SK텔레콤의 실패가 유출의 주요 원인이라고 지적했다. "고객들은 서비스를 이용하면서 회사(SK텔레콤)를 신뢰했지만, 이 사건의 피해자가 되었다. 피해는 이미 막대하며, 회사는 이를 예방하지 못했다"고 말했다.

고 의장은 데이터 유출에 대한 SK텔레콤의 통지 과정을 "지연되고 불충분하다"고 비판하며, 상황에 대한 상당한 유감을 표명했다. 5월 2일, 위원회는 SK텔레콤에게 5월 9일까지 모든 잠재적 피해 고객에게 통지할 것을 명령했으나, 회사는 그 날짜에 고객에게만 유출 사실을 전달했다.

고 의장은 "SK텔레콤이 그때까지 고객에게 통지하지 않은 것은 큰 문제이며, 제공된 정보는 수동적이었고 일부 경우에는 개인정보 보호법을 위반했다. 우리는 통지가 불충분하다고 판단하고 이 문제에 대해 SK텔레콤에 공식 서한을 보냈다"고 말했다.

해킹의 배후에 북한이나 중국이 있을 수 있다는 주장에 대해 그는 "해킹 사건의 범인을 확인하는 것은 종종 어렵다. 서버에서 싱가포르의 IP 주소로 정보가 전송된 흔적이 있지만, 그 IP를 제어하는 사람이 누구인지 파악하는 것은 도전적이다. 국제 협력이 필요하다"고 언급했다.

해킹된 개인정보가 다크웹에 유출되었는지에 대해 고 의장은 "아직 발견된 것은 없지만, 모니터링은 여전히 어렵다"고 말했다. 다크웹은 특정 소프트웨어를 통해서만 접근할 수 있는 다양한 사이버 범죄의 중심지로 알려져 있다.

고 의장은 복제된 전화기 이상의 잠재적 2차 피해에 대해 경고하며, 다양한 형태의 피해가 발생할 수 있음을 시사했다. "우리는 상황을 지속적으로 모니터링하고 있다"고 덧붙였다.

SK Telecom Hacking Incident Raises Serious Privacy Concerns

The Seoul Metropolitan Police Agency has initiated a forced investigation into a former branch manager of Hana Securities, who is suspected of leaking information regarding a financial warrant issued for tracking bank accounts related to a criminal investigation. On May 21, the Financial Crimes Investigation Unit of the police conducted a search and seizure operation at Hana Securities' A branch, targeting the individual accused of sharing sensitive investigation details, including the issuance of the financial warrant, in violation of the Capital Markets Act.

The investigation began as police sought to secure transaction records from the accounts of former executive B of Intellian Technologies, a satellite communication antenna manufacturer. Hana Securities had provided the relevant financial transaction information to the authorities. It is believed that the former branch manager informed B about the issuance of the warrant. B and others are suspected of profiting significantly from stock purchases after learning about a contract between Intellian Technologies and a major U.S. tech company in 2021.

Additionally, the current branch manager of A branch is also under investigation for allegedly leaking information to B. Last month, police executed search warrants at Hana Securities' headquarters, the A branch, and the residence of the current branch manager, suspecting that B may have destroyed evidence after receiving prior information about the investigation.

A representative from Hana Securities stated, "We will take appropriate measures regarding the former and current branch managers once the investigation results are available."

서울지방경찰청이 범죄 수사와 관련된 은행 계좌 추적을 위한 금융 영장이 발부된 정보 유출 혐의를 받고 있는 하나증권의 전 지점장에 대한 강제 수사를 시작했다. 5월 21일, 경찰의 금융범죄수사대는 하나증권 A 지점에서 수색 및 압수수색 작전을 실시하였으며, 자본시장법을 위반하여 금융 영장 발부를 포함한 민감한 수사 세부정보를 공유한 혐의를 받고 있는 개인을 겨냥했다.

이번 수사는 경찰이 위성 통신 안테나 제조업체인 인텔리안 테크놀로지스의 전 임원 B의 계좌에서 거래 기록을 확보하고자 하면서 시작되었다. 하나증권은 관련 금융 거래 정보를 당국에 제공하였다. 전 지점장이 B에게 영장 발부에 대한 정보를 전달한 것으로 보인다. B와 다른 이들은 2021년 인텔리안 테크놀로지스와 미국의 주요 기술 회사 간의 계약에 대한 정보를 알게 된 후 주식 구매로 상당한 이익을 얻은 것으로 의심받고 있다.

또한, A 지점의 현 지점장도 B에게 정보를 유출한 혐의로 수사를 받고 있다. 지난달 경찰은 하나증권 본사, A 지점, 현 지점장의 거주지에서 수색 영장을 집행하였으며, B가 수사에 대한 사전 정보를 받은 후 증거를 파기했을 가능성을 의심하고 있다.

하나증권의 한 관계자는 "수사 결과가 나오는 대로 전·현 지점장에 대해 적절한 조치를 취할 것"이라고 밝혔다.

Police Launch Investigation into Securities Firm for Leaking Financial Warrant Information

MBC has announced the termination of its contract with a weathercaster identified as A, who was accused of workplace harassment against the late weathercaster Oh Yoo-anna. This decision, made on May 20, follows the Ministry of Employment and Labor's findings from a special inspection on May 19, which confirmed that harassment had occurred against Oh. 

Oh Yoo-anna joined MBC in 2021 and tragically passed away in September 2022. While the exact cause of her death was not disclosed at the time, suspicions of workplace harassment arose earlier this year when her suicide note was made public. The note detailed harassment from two senior weathercasters, leading her family to file a civil lawsuit against one of them. 

The Ministry of Employment and Labor determined that Oh had received guidance and advice from her colleagues, but this escalated into repeated criticism and mental pressure. They concluded that the emotional distress she experienced, along with the unnecessary comments and the contents of her note, constituted harassment. 

However, the Ministry clarified that Oh did not qualify as a 'worker' under the Labor Standards Act, meaning the legal provisions against workplace harassment did not apply in this case, highlighting a gap in the system. 

In response, MBC stated that it takes the findings seriously and will prioritize improving organizational culture, preventing recurrence, and complying with labor laws. The network also promised to take appropriate actions regarding those involved and to review and enhance its existing plans for cultural improvement.

고용노동부는 오가 동료들로부터 조언과 지도를 받았으나, 이는 반복적인 비판과 정신적 압박으로 악화되었다고 판단했다. 그들은 그녀가 경험한 정서적 고통과 불필요한 언급, 유서의 내용이 괴롭힘에 해당한다고 결론지었다.

그러나 고용노동부는 오가 근로기준법상 '근로자'로 인정되지 않기 때문에 직장 내 괴롭힘에 대한 법적 조항이 이 사건에 적용되지 않는다고 명확히 했다. 이는 제도적 공백을 드러내는 것이다.

이에 MBC는 조사 결과를 심각하게 받아들이며 조직 문화를 개선하고 재발 방지 및 노동법 준수를 우선시하겠다고 밝혔다. 네트워크는 또한 관련자에 대한 적절한 조치를 취하고 기존의 문화 개선 계획을 검토 및 강화하겠다고 약속했다.
