North Korea's newly opened Wonsan-Kalma Coastal Tourist Zone is currently not accepting foreign tourists, as reported by the state-run Korean Central Television on July 16. The resort, which began operations on July 1, aims to attract over one million visitors annually, primarily from China and Russia. The development of the resort, located on the Wonsan Kalma Peninsula, was initiated in 2019 with a target completion date of April 2020. However, construction faced delays due to international sanctions and the COVID-19 pandemic, leading to a completion ceremony held on June 24, 2025. 

Initially, it was announced that the resort would open to domestic tourists, but the sudden change in policy regarding foreign visitors has not been explained. Reports indicated that some Russian tourists had already booked trips to the resort, with at least 12 individuals reserving a travel package that departed on July 7. Russian travel agencies are also preparing additional trips for August. 

During a meeting on July 12, North Korean leader Kim Jong-un welcomed Russian Foreign Minister Sergey Lavrov in Wonsan, which is seen as a strategic move to promote the resort and attract more Russian tourists. This may have prompted North Korea to reconsider its approach to foreign tourism after just over two weeks of operation.

Two women, identified as A in her 30s and B in her 20s, have been sentenced to one year in prison for their involvement in a blackmail case against popular YouTuber Tzuyang (쯔양). However, they also noted that both women had confessed to their actions and expressed remorse, as well as reached a settlement with the victim.

The defense argued that the crime was impulsive and that the defendants did not intend to harm Tzuyang from the beginning. During their final statements, A expressed her regret, stating, "I acknowledge all the charges and want to apologize to the victim," while B stated, "I deeply regret my actions and promise not to repeat this in the future."

The court is set to deliver its final ruling on August 20.

Previously, Tzuyang revealed in July of last year that three years ago, her former agency's representative had mentioned the two women, claiming they were blackmailing her. She stated that she was coerced into paying them 216 million won (approximately $180,000) over two years to silence them.

The two women are accused of extorting this amount from Tzuyang's production team between June 2021 and November 2022. In a related development, YouTuber Karakula (카라큘라), who was previously sentenced to a suspended prison term for her involvement in the blackmail case, has announced her return to YouTube after a period of reflection. She stated that she would focus on content related to animal rescue and protection, changing her channel name to 'Karakula Animal Rescue' and halting monetization efforts.

Karakula was implicated in the scandal after it was revealed that a group of content creators, referred to as the 'Rekka Union,' had formed to blackmail Tzuyang using her past. She received a one-year prison sentence, suspended for three years, in February for her role in the incident.

According to legal sources, the special prosecutor's team has notified Yoon to appear for questioning at 10 AM on July 20, following a search of his residence on the same day. The team aims to investigate the circumstances surrounding the gifts and any requests made to Kim. 

Yoon is suspected of providing Kim with a Graff diamond necklace valued at approximately 60 million won, two Chanel bags worth around 10 million won each, and high-priced ginseng extract, allegedly in exchange for favors. The prosecution has confirmed that two of the Chanel bags were exchanged by Yoo Kyung-ok, a former administrative officer in the presidential office, for three bags and a pair of shoes. However, it remains unverified whether the necklace and other items were actually delivered to Kim. 

Yoon reportedly made various requests related to Unification Church business while providing these expensive gifts, including support for a development project on the Mekong River in Cambodia, the establishment of a UN office in Korea, assistance in acquiring YTN, and promoting the Saemaul Undong (New Village Movement) in Africa. 

The special prosecutor's team believes that Yoon's actions represent an organized effort by the Unification Church. However, the church has distanced itself from Yoon, labeling his actions as a personal misconduct and expelling him last month. 

Following the searches conducted on July 18 at over ten locations, including the Unification Church headquarters and residences of related individuals, speculation arises that key figures, including church leader Han Hak-ja, may soon be summoned for questioning.

Satellite imagery shows that three existing prisons and one new facility are being constructed with a similar U-shaped design featuring multiple levels. Notable locations for these constructions include Hamhung, near key military factories linked to Russian arms supplies, Sinuiju near the Chinese border, and the newly established prison in Hwangju, located south of Pyongyang, near the Wonsan-Galma beach resort.

Particularly noteworthy is the prison in the Seonggang County of Jagang Province, which is located near military factories that Kim Jong-un has visited multiple times. Satellite images captured on April 23 showed the foundational structure of the X-shaped building, while images from June 23 depicted a more complete structure. Analysts suggest that the introduction of this new design may indicate that North Korean authorities are experimenting with ideal detention structures or that local authorities have some level of autonomy in their construction projects.

The Mainichi Shimbun cited these satellite analyses, stating that this is the first time the establishment of new prisons in North Korea has been confirmed through satellite imagery, which could serve as evidence of the government's intensified crackdown on ideological offenders. Andrei Lankov, a professor at Kookmin University, mentioned to Mainichi that there are reports of a significant increase in crime in North Korea, alongside a confirmed escalation in ideological control.

The proximity of the newly established Hwangju prison to military bases has also drawn attention. Colin Zwicko from NK News noted that it is likely housing political prisoners and ideological offenders, emphasizing that Kim Jong-un is focused on controlling the entire population.

Lee Joo-an, chairman of the Plan Construction Workers' Union, called for the Lee Jae-myung administration to abolish the anti-labor policies of the previous Yoon Suk-yeol government and to implement social reforms that guarantee the rights of workers and citizens. 

The Yellow Envelope Law aims to enhance the bargaining power of unions, which labor groups believe is crucial for their effectiveness. However, the business sector has expressed concerns that its implementation could lead to an estimated annual loss of about 10 trillion won in GDP. Additionally, the union accounting disclosure system, introduced under the Yoon Suk-yeol administration, allows union members to receive a tax deduction of 15% on their dues if the union discloses its financial statements. The Korean Confederation of Trade Unions has voiced strong opposition to this requirement, demanding its repeal.
