Busan International Film Festival Employee Sentenced for Secretly Filming Colleague

An employee of the Busan International Film Festival (부산국제영화제) has been sentenced to one year in prison for secretly filming a sexual encounter with a female colleague. On July 18, 2025, Judge Heo Seong-min of the Busan District Court announced the ruling against a man in his 40s, referred to as A, who was found guilty of violating the Special Act on the Punishment of Sexual Violence Crimes (성폭력 범죄의 처벌 등에 관한 특례법) related to the use of cameras for illicit filming. In addition to the prison sentence, A was ordered to complete 40 hours of a sexual violence treatment program.

The case involved A filming a woman in her 30s, identified as B, during their sexual encounters between April and July 2023, using a mobile phone placed on a bedside table. B discovered the illegal recordings in May 2024 and subsequently reported A to the police and the Korean Film Gender Equality Center (한국영화성평등센터) known as 'Dundun'. Fortunately, the footage was not distributed online.

Judge Heo stated that A's actions caused significant harm to B's dignity, reputation, and overall life. He noted that B expressed a desire for severe punishment for A, despite A's attempts to compensate her financially, which she has refused to accept. This case highlights the serious implications of sexual violence and the importance of protecting victims' rights.
