However, Japan opposed this, asserting that the matter should be addressed bilaterally rather than through the committee, and proposed a revision to remove the agenda item. South Korea rejected this proposal and called for a vote. 

The vote, conducted via secret ballot among the 21 member countries, resulted in Japan's amendment passing with 7 votes in favor and 3 against, while some countries appeared to abstain. This outcome indicates a preference among committee members for resolving the issue through direct discussions between South Korea and Japan rather than through UNESCO. 

As a result, it has become increasingly difficult for South Korea to raise issues related to Hashima Island at UNESCO during the ongoing session, which will last until July 16. Hashima, also known as Gunkanjima, was designated as a UNESCO World Heritage site in July 2015 as part of Japan's industrial revolution heritage. At the time of its listing, the Japanese government publicly promised to address the forced labor of Koreans, a commitment it has failed to fulfill adequately. 

Critics argue that Japan has instead intensified its claims that there was no coercion involved in the recruitment of Korean laborers and comfort women, focusing only on facts that favor its narrative while ignoring the broader historical context. Notably, the information center opened in 2020 has been criticized for omitting any mention of Korean forced labor, instead highlighting Japan's industrialization as a point of pride. The center's location in Tokyo, rather than in Kyushu, where many heritage sites are located, has also sparked controversy. 

Over the past decade, Japan has repeatedly faced scrutiny from the committee regarding its inadequate follow-up actions, with four related decisions adopted in 2015, 2018, 2021, and 2023. However, the most recent decision in 2023 required Japan to submit an 'update report' rather than a 'formal report,' which would automatically be subject to committee review. This change occurred when South Korea was not a member of the committee, limiting its negotiating power. 

In response, South Korea had to engage in extensive diplomatic efforts to bring this issue to the committee's agenda. Conversely, Japan argued that since it had already undergone multiple reviews by the committee, it was now appropriate to resolve the matter through bilateral discussions with South Korea. The lack of consensus ultimately led to the unprecedented failure to formalize the agenda item. 

Analysts suggest that Japan's significant financial contributions to UNESCO and the prolonged nature of this issue may have influenced the committee's decision. While the South Korean government remains committed to revisiting Japan's insufficient compliance in other contexts, it appears challenging to do so at the UNESCO level. Furthermore, Japan's rigid stance on historical issues may add strain to Korea-Japan relations.

BLACKPINK to Release New Single 'JUMP' on July 11

The special investigation team led by Min Jung-ki has summoned two key figures in connection with the stock manipulation allegations surrounding Kim Geon-hee, the spouse of former President Yoon Suk-yeol. On July 8, the team called in Shin Shin-woo, a former executive at Samboo Construction, and Yang Yong-ho, the president of the Eurasia Economic Association, for questioning. The investigation began at 10 AM, with Shin being treated as a suspect and Yang as a witness. 

Shin served as the CEO of Samboo Construction from September last year until early this year. The Eurasia Economic Association is linked to the 'Ukraine Global Reconstruction Forum,' which is believed to be a significant factor in the surge of Samboo Construction's stock price. Yang chaired the forum and attended the event, which has now led to his involvement in the investigation. 

The allegations suggest that between May and June 2023, Samboo Construction entered into memorandums of understanding (MOUs) with Ukrainian construction firms, despite having no intention to participate in the reconstruction efforts, artificially inflating their stock price and allowing executives to gain hundreds of millions of won in illicit profits. The stock price, which was around 1,000 won in May 2023, skyrocketed to as high as 5,500 won by July of the same year. 

The special investigation team plans to thoroughly examine the circumstances surrounding the forum and the process of Samboo Construction's alleged involvement in the Ukrainian reconstruction project. They will also focus on the relationships with former Minister of Land, Infrastructure and Transport Won Hee-ryong and Lee Jong-ho, the former CEO of Black Pearl Investment. Won attended the forum with Samboo Construction representatives, while Lee, who managed Kim Geon-hee's accounts, is suspected of involvement in the stock manipulation scheme, having sent a message about checking the stock the day before its price surged. 

On July 7, the investigation team also questioned a former executive of the Eurasia Economic Association, Han, regarding his knowledge of Lee and any prior awareness of the stock manipulation. Earlier, on July 3, the team conducted searches at 13 locations, including six corporate entities such as Samboo Construction and DYD, as well as the residences of former and current executives, including Jo Nam-wook, the former chairman of Samboo Construction. On July 4, they interrogated Lee Eung-geun, the former CEO of Samboo Construction, for approximately ten hours.

7월 7일, 수사팀은 유라시아경제협회의 전 임원 한에 대해 이와 관련된 지식과 주식 조작에 대한 사전 인지 여부를 조사했다. 앞서 7월 3일, 수사팀은 삼부토건과 DYD 등 6개 기업체를 포함한 13곳에서 압수수색을 진행했으며, 삼부토건의 전 회장 조남욱을 포함한 전·현직 임원들의 거주지도 수색했다. 7월 4일에는 삼부토건의 전 CEO 이응근을 약 10시간 동안 심문했다.
