The ceremony will center around the oath as stipulated in Article 69 of the Constitution and remarks to the public. Prior to the oath, President Lee plans to pay his respects at the National Cemetery in Seoul.

On June 4, a day before World Environment Day, children from Dongyoung Kindergarten in Daegu's Suseong District participated in an environmental campaign, holding handmade signs. This year marks the first World Environment Day ceremony in South Korea since 1997, with the theme set as 'Ending Plastic Pollution.' The event will take place on June 5 at the Jeju International Convention Center in Seogwipo, Jeju Island. 

World Environment Day, celebrated annually on June 5, commemorates the first United Nations Conference on the Human Environment held in Stockholm, Sweden, in 1972. The Ministry of Environment stated that the official slogan for this year is 'Shared Challenge, Collective Action,' emphasizing that the fight against plastic pollution requires a united effort from all humanity. 

The ceremony will see participation from around 1,300 attendees, including high-level representatives from 20 countries such as Laos, Bangladesh, and Japan, as well as ambassadors, and members from civil society, academia, and industry. 

Additionally, the Ministry plans to unveil an 'Action Plan for a Circular Economy' during the ceremony. This initiative aims to assist countries struggling with plastic pollution by leveraging South Korea's technology and experience to conduct tailored projects based on comprehensive analyses of their specific issues. 

On June 4, the '30X30 Alliance' will be launched, aiming to protect and manage 30% of the nation's land as protected areas or areas of ecological coexistence, while restoring 30% of degraded lands. This alliance includes various organizations such as the Ministry of Environment, the National Institute of Biological Resources, and private companies like Samsung Electronics and POSCO DX, along with international organizations and NGOs. 

In December 2022, countries adopted the 'Kunming-Montreal Global Biodiversity Framework' at the 15th Conference of the Parties to the Convention on Biological Diversity in Canada, which aims to designate 30% of the planet as protected areas and restore 30% of degraded ecosystems by 2030. In line with this, South Korea plans to establish its '5th National Biodiversity Strategy' by December 2023, committing to designate 30% of its territory as protected areas or areas of ecological coexistence (OECM) by 2030.

6월 4일, 세계 환경의 날 하루 전, 대구 수성구 동영유치원의 어린이들이 손수 만든 표지를 들고 환경 캠페인에 참여하였다. 올해는 1997년 이후 한국에서 처음으로 열리는 세계 환경의 날 기념식으로, 주제는 '플라스틱 오염 종식'으로 정해졌다. 이 행사는 6월 5일 제주도 서귀포시 제주 국제 컨벤션 센터에서 개최될 예정이다.

6월 4일에는 '30X30 연합'이 출범하여 국가의 30%를 보호 지역 또는 생태적 공존 지역으로 관리하고, 황폐화된 토지의 30%를 복원하는 것을 목표로 한다. 이 연합에는 환경부, 국립생물자원관, 삼성전자, 포스코 DX와 같은 민간 기업 및 국제 기구와 NGO들이 포함되어 있다.

2022년 12월, 각국은 캐나다에서 열린 생물 다양성 협약 제15차 당사국 총회에서 '쿤밍-몬트리올 글로벌 생물 다양성 프레임워크'를 채택하였으며, 이는 2030년까지 지구의 30%를 보호 지역으로 지정하고 황폐화된 생태계를 30% 복원하는 것을 목표로 한다. 이에 따라 한국은 2023년 12월까지 '제5차 국가 생물 다양성 전략'을 수립할 계획이며, 2030년까지 자국의 30%를 보호 지역 또는 생태적 공존 지역(OECM)으로 지정할 것을 약속하고 있다.

South Korea to Host World Environment Day Ceremony for the First Time in 28 Years

A driver who caused an accident while under the influence of sleep medication has been referred to the prosecution. According to a report from the National Police Agency's YouTube channel on June 4, an incident occurred in April on a back road in Seoul, where a vehicle was seen swerving diagonally before colliding with a motorcycle. Footage from the scene shows the driver, referred to as A, exhibiting erratic driving behavior, even crashing into a safety fence on the sidewalk.

Although A exited the vehicle when the motorcycle rider requested it, they continued to display unusual behavior, staggering and mumbling incoherently. At one point, A ignored the motorcycle rider and attempted to leave the scene. When police arrived, A exhibited a vacant stare and an unnatural gait.

Initially, the police suspected A of driving under the influence and conducted a blood alcohol concentration test, which yielded no significant results. A drug screening test also returned negative results, and a urine test confirmed no presence of drugs.

Further investigation revealed that A had been driving after taking a prescribed sleep medication. Even if a medication is prescribed, driving while impaired can lead to severe legal consequences under the Specific Crimes Aggravated Punishment Act. Article 5-11 of this law states that causing injury while driving under the influence of alcohol or drugs can result in imprisonment for one to fifteen years or fines ranging from 10 million to 30 million won. Additionally, Article 45 of the Road Traffic Act prohibits driving when one is unable to do so safely due to fatigue, illness, or the effects of drugs.

In a related case on June 1, a driver who caused an accident resulting in eight injuries after taking a sleep medication containing zolpidem was sentenced to a suspended prison term for dangerous driving resulting in injury. The court noted that the defendant was in a state that made normal driving difficult due to the medication, leading to improper speed control and failure to operate steering and braking systems correctly, which caused the accident.

수면 약물의 영향을 받으며 사고를 일으킨 운전자가 검찰에 송치되었다. 6월 4일 국가경찰청 유튜브 채널의 보도에 따르면, 서울의 한 뒷길에서 4월에 발생한 사건에서 차량이 대각선으로 방향을 틀다가 오토바이와 충돌하는 모습이 목격되었다. 현장 영상에서는 A라는 운전자가 불규칙한 운전 행동을 보이며 인도에 있는 안전 펜스에 충돌하는 장면이 담겨 있다.

A는 오토바이 탑승자가 요청했을 때 차량에서 내렸지만, 여전히 비정상적인 행동을 보이며 비틀거리며 알아들을 수 없는 말을 했다. 한때 A는 오토바이 탑승자를 무시하고 현장을 떠나려 했다. 경찰이 도착했을 때 A는 공허한 시선과 비정상적인 보행을 보였다.

초기 경찰은 A가 음주 운전 중이라고 의심하고 혈중 알코올 농도 검사를 실시했으나 유의미한 결과는 나오지 않았다. 약물 검사에서도 음성 결과가 나왔고, 소변 검사에서도 약물이 발견되지 않았다.

추가 조사 결과 A는 처방된 수면 약물을 복용한 후 운전하고 있었던 것으로 밝혀졌다. 처방된 약물이라 하더라도, 영향을 받은 상태에서 운전하는 것은 특정범죄 가중처벌법에 따라 심각한 법적 결과를 초래할 수 있다. 이 법의 제5조-11항은 음주 또는 약물의 영향을 받으며 운전 중 부상을 초래할 경우 1년에서 15년의 징역형 또는 1천만 원에서 3천만 원의 벌금에 처해질 수 있다고 명시하고 있다. 또한 도로교통법 제45조는 피로, 질병 또는 약물의 영향으로 안전하게 운전할 수 없는 경우 운전을 금지하고 있다.

관련 사건으로 6월 1일, 졸피뎀을 포함한 수면 약물을 복용한 후 사고를 일으켜 8명이 부상당한 운전자가 부상 유발 위험 운전으로 집행유예형을 선고받았다. 법원은 피고인이 약물로 인해 정상적인 운전이 어려운 상태였으며, 이로 인해 속도 조절이 부적절하고 조향 및 제동 시스템을 제대로 작동하지 못해 사고가 발생했다고 언급했다.
